The UNESCO-UNEVOC is invited an applications from interested and qualified candidates for it is 2026 TVET Leadership Programme (TLP). Interested and eligible are strongly advised to visit the UNESCO-UNEVOC official programme portal to submit an online application.

The TVET Leadership Programme is an internationally recognized leadership initiative is designed to strengthen the capabilities of mid and senior level professionals working in Technical and Vocational Education and Training.

The TVET Leadership Programme is merely aims is to empower leaders to drive meaningful change within their institutions and contribute to broader systemic improvements in the Technical and Vocational Education and Training sector.

The programme 2026 edition is implemented under the broader framework titled Towards a Global TVET Agenda. This TLP initiative is financially supported by the German Federal Ministry responsible for education, family affairs, senior citizens, women and youth, in collaboration with the German Federal Institute for Vocational Education and Training (BIBB).

Through this TVET Leadership Programme (TLP) participants gain opportunities to enhance international collaboration, exchange policy knowledge and strengthen leadership practices aimed at improving TVET systems across different countries and regions.

Who can apply TLP Programme?

The TLP programme targets is to senior level TVET professionals who are ready to becoming change agents in their respective contexts with the following responsibilities:

Framing or implementation of policies and guidelines
Having a Leadership and management of TVET, skills or employment systems or institutions
Having Monitoring and evaluation and quality assurance
Networking and partnership management

Structure of the UNESCO-UNEVOC TVET Leadership Programme 2026

The UNESCO-UNEVOC TVET Leadership Programme (TLP) is organized into five progressive stages designed to build leadership capacity and drive institutional transformation.

1. Pre Programme Online Phase Starting from May 2026

The journey begins with a virtual preparatory phase. During this stage, selected participants engage in online learning activities, introductory discussions, and foundational leadership modules.

2. 10 Day In Person Flagship Programme in Bonn, Germany in June 2026

Participants attend a residential leadership programme hosted in Bonn, Germany.

3. Ongoing Mentoring and Peer Learning

After the in person session, participants continue to receive structured mentoring support. This phase encourages continuous collaboration, reflection and exchange of best practices among cohort members.

4. Institutional Action Plan Development and Implementation from July to November 2026

Participants design and implement a practical action plan within their home institutions.

5. Continued Engagement through the TLP Community of Practice

Upon completing the programme, participants remain part of the UNESCO-UNEVOC Leadership Community of Practice.

UNESCO-UNEVOC TVET Leadership Programme Eligibility Criteria

The to be eligible for the UNESCO-UNEVOC TVET Leadership Programme, candidates must have the following requirements:

Candidates must have a leas 5 years of professional experience in TVET, skills or employment systems or institutions
Candidates must have proficiency in written & spoken English
Candidates Interest in and ability to drive change in the TVET sector, in the area of skill development or in work processes or institutions
Candidates should be ready to actively participating in the full programme activities.
Candidates must have an institutional support to participate in the programme and implement follow up actions
